PROCEEDINGS OF THE

COUNCIL

LAUREL, MISS., April 27th, 1914.

Due notice having been given by the Bishop of the Diocese of the change of the date of the meeting of the Council from May 12th to April 28th, 1914, the clerical and lay delegates assembled in St. John's Church, Laurel, Mississippi, this day at eight o'clock p. m.

After evening prayer, said by the Rev. Chas. W. Hinton. and the Rev. William Mercer Green, the Bishop read his Annual Address to the members of the Council.

SECOND DAY.

Tuesday, April 28th, ten o'clock A. M.

The Bishop of the Diocese consecrated to the worship of Almighty God the Parish Church of St. John, Laurel, preaching the sermon upon the occasion. Holy Communion was then celebrated by the Bishop of the Diocese, assisted by Archdeacon George Gordon Smeade, LL. D., and Archdeacon De B. Waddell, the Rector of the Church, the Rev. L. W. Rose acting as Chaplain to the Bishop.

After these services the clergy and lay delegates assembled in the church and were called to order by the Bishop, who assumed the chair.

The Chair announced the Committee on Credentials of Lay Delegates as follows: The Rev. D. T. Johnson, the Rev. H. W. Wells and the Rev. Joseph Kuehnle.

The Chair directed the Secretary to call the roll of the Clergy entitled to seats in this Council. The Secretary reported twentyone (21) of the Clergy present, as follows: The Rt. Rev. Theodere DuBose Bratton, D. D., LL. D., the Rev. De Berniere Waddell, the Rev. Albert Martin, the Rev. Chas. W. Hinton, the Rev. Edward McCrady, the Rev. John R. Carter, the Rev. William Mercer Green, the Rev. John Chipman, the Rev. Henry Harrison Sneed, the Rev. Robert E. Grubb, the Rev. Percy W. Jones, the Rev. Charles B. Crawford, the Rev. Lysander W.

Rose, the Rev. J. Lundy Sykes, the Rev. Philip G. Davidson, the Rev. Frank N. Atkin, the Rev. Geo. Gordon Smeade, LL. D., the Rev. George Grant Smith, the Rev. David Thomas Johnson, the Rev. W. S. Simpson-Atmore, S. T. D., the Rev. Joseph H. Kuehnle, the Rev. Holly W. Wells.

The Committee on the Credentials of Lay Delegates reporting the canonical number of five parishes represented by lay delegates in the Council, the Chair declared the Eightyseventh Annual Council of the Diocese organized and ready for business.

On motion, it was ordered that the same Rules of Order governing the last Council should govern this Council; and that the reading of the Rules of Order be dispensed with, the Secretary being directed to print them in the Journal of this Council.

Rev. Albert Martin was elected Secretary of the Council. The Secretary nominated as his assistant, the Rev. J. Lundy Sykes, which nomination was confirmed by the Council.

Mr. I. W. Richardson was elected Treasurer of the Diocese. Mr. J. E. Davidson was elected Treasurer of this Council. On motion, the following committees were appointed by the Chair on the various matters in the Bishop's address: Board of Religious Education-Rev. Messrs. P. G. Davidson, Joseph Kuehnle, W. S. Slack; Messrs. Gerard Brandon, I. W. Richardson, N. T. Pegues.

The Provincial Council-Rev. Messrs. William Mercer Green, Chas. W. Hinton, H. H. Sneed; Messrs. A. M. Pepper, J. E. Davidson, Philip Wachenfeld.

Church Business-Rev. Messrs. Edward McCrady, Philip G. Davidson, L. W. Rose; Messrs. Gerard Brandon, C. L. Moore, C. T. O'Ferrall.

The Chair appointed as the Committees on Memorials of Deceased Members:

Memorial of the Rev. Irenaeus Trout-Rev. Messrs. D. T. Johnson, Albert Martin, Joseph H. Kuehnle.

Memorial of Colonel Charles Edward Hooker-Rev. Messrs. Wm. Mercer Green, Geo. Gordon Smeade; Messrs. L. Brame, C. L. Moore, T. R. Warburton.

The Chair announced the appointment of the Regular Council Committees (see List, page 5).

The Rev. J. Lundy Sykes introduced the Rev. William S. Slack, Rector of St. Paul's, Columbus, to the Council, which

rose to receive him. Mr. Slack responded to the welcome of the Chair and Council.

On motion, Mr. R. W. Doty, Lay Delegate from All Saints', Grenada, was seated in the Council, his credential having failed to arrive.

The Chairman of the Committee on the Credentials of Lay Delegates made a full report, showing that ten parishes and five organized missions were represented in the Council. (See List of Parishes and Organized Missions.)

On motion, the hours of the Council were fixed as follows: From nine o'clock A. M. to half past five o'clock P. M., with a recess from forty-five minutes after twelve P. M. to three o'clock P. M.; the night sessions to begin at eight o'clock.

The newly elected Standing Committee organized by electing the Rev. E. Sterling Gunn, President, and the Rev. Edward McCrady, Secretary.

JACKSON, Miss., June 17th, 1913.

At a meeting of the Committee held at Judge Brame's office, 1:15 P. M., consent was given to the ordination of the Rev. R. B. Mitchell to the Priesthood. Consent also given to the consecration. of the Rev. Samuel Gavitt Babcock to be Suffragan Bishop of the Diocese of Massachusetts.

LAUREL, MISS., April 27th, 1914.

At a meeting of the Committee held in the Parish House of St. John's, the resignation of the Rev. E. Sterling Gunn as President of the Standing Committee was read, and the same regretfully adopted.

The Committee also gave consent to the consecration of the Rev. Theoditus Capers as Bishop Co-Adjutor of the Diocese of Texas. Respectfully submitted,
