Petitioners have served 16 months and have received only part of one-half year's clothing; consequently they are in a distressed condition. They believe the Legislature never intended to make distinctions between guards, troops in continental service, or marching regiments, and ask to be refunded past defi ciencies and furnished with present necessities.
