The Boards fhall not iffue any Certificate for more than one Town lot of one acre, or one Town lot and one Town park of twenty-four acres together, to the fame perfon (being the head of a family) and this only upon condition of his building a Dwelling houfe on fuch Town lot, and occupying the fame, within the fpace of one year from the date of the Certificate. And in cafes of Competition the Boards are to give the preference to fuch Applicants, for whofe trades and occupations the refpective lots, on account of their fituation near the Water, or otherwife, may be beft calculated; and to fuch fober and induftrious Mechanics, whofe trades are moft neceffary to the convenience of the Townfhip in general. And the Boards are to be particularly careful to difcountenance frivolous applications, and not to authorize any transfers of unimproved Town. lots and Town parks, which only tend to create a mifchievous Monopoly of the ground. Nor fhall any Town parks be granted feparately from Town lots, the former being intended for the convenience of the fettlers upon the latter; and a failure in the condition, upon which the Town lots are granted, fhall operate the forfeiture of both.
