A Privy Council was held at the Caftle, by his Excellency the Lord Lieu tenant, àt which the entire county of Down was ordered to be proclaimed in a fate of difturbance, in confequence of a memorial prefented to his Excellency for that purpofe from 30 of its Magiftrates.

On March 13. Gen. Lake, commanding officer of the Northern district, iffued a proclamation, commanding the inhabitants to bring in any arms and ammunition they may have in their hands, excepting peace officers and thofe ferving in a military capacity; and likewife warning them of the danger and mifery that may enfue in refifting the civil authority.

EDINBURGII.

In confequence of the measures adopted by the Banks, of refusing to give out fpecie for notes, refolutions have been entered into by a great number of Gentlemen, to receive Bank notes in all payments; for this purpofe, fubfcription papers lay open for feveral days in the Merchants Hall. There feems to be little doubt, that the great fcarcity of fpecie in this part of the inland, is occafioned by the fear of an invafion, operating too powerfully on the ignorant and disponding part of the community. The responsibility of the Banks, joined to a renewal of confidence, from a fhort trial, will, we doubt not, fet all to right very foon. While individuals hoard up, and deprive the Banks of their ufual fupplies, it cannot be expected, that they fhould exchange in their ufual way. A little more liberality, in giving fmall fums to fuch as they know, we think would be right and proper.

Volunteer Corps are, we fee, railing all over the country, and meeting with the greateft encouragement.

A widow woman, of the name of Thomfon, in the country, five miles from Edinburgh, who had in her poffeffion twenty pounds in thillings and half crowns, four pounds in fixpences, and about thirty fhillings in half-pence, had her houfe broke into on the night of Saturday the 4th March, when the whole money was carried off by the thieves, who maltreated the woman herself very much on the occation.

The collections at the different Churches on the 9th, for the wives and families of foldiers cmployed in the fervice of their country, amounted, we understand, to upwards of 300l. Sterling.

This morning, about fix o'clock, the workshop of Bailie Martin, cabinetmaker, fituated near the Chaple of Ease, was difcovered to be on fire, whereby the whole ftock and utenfils therein were entirely confused; but by the timely affiftance of the fire-engine and a party of the city guard, it was foon extinguifhed, and prevented from communicating to the ware-room immediately above.

On Sunday night, the 19th current, the houfe of John Barr, farmer at Gryffecattle, Renfrewfhire, was broken into by eight or nine men, who, after commiting great outrages, robbed the house of cleven guinea notes, about 40s. in filver, and a number of other articles, with which they got clear off.

The following are the claufes of the bill now pending in Parliament, for allowing the Banks and Banking Companies in Scotland to issue notes for fuis under 20s.

During the month of March, the weather has been cold and difigressble. The thermometer in the flade ranging from 40° to 50°. There have been frequent thowers, but little ferious rainy weather, fo that the purpokes of the husbandman have been fully anfwered, and the feed time well advanced; but there has been little vegetation, the hedges and bufhes in low grounds only howing finall buds. The markets are on the whole, rather lower than luft month.

The report from England for February ftates, that the growing wheats have been generally much it proved by the continuation of dry weather, and take the roll well. The dibbled has the best prefent appearance; and many pieces of trau planted feem to flock well. The latter fown in Bakthire, Wiltshire, &c. after turnips, are planting kindly. Mark Lane is ill fuperabu idantly fupplied with corn, and confequently affords the loweft prices. The locks of Norfolk, and the early ones of South Down, are lambing down kindly, and twin well. Smithfield has been inoft plentifully fupplied with beef, for a few late markets. Lean fhock is still held up in price, though the fcarcity continues not fo great. Wool has no fixed price for any growth or
